CID committed to transparent, impartial investigations with global standards: Chief

The Criminal Investigation Department (CID) of Bangladesh is positioning itself as a modern, technology-driven agency committed to conducting transparent and impartial investigations in line with international standards, said CID Chief Md. Sibgat Ullah.

He said at the closing session of a two-day international workshop on the “Minnesota Protocol on the Investigation of Potentially Unlawful Deaths,” jointly organised by the Office of the United Nations Resident Coordinator (UNRC) and CID.

The workshop, held on 30–31 July at CID Headquarters in Dhaka, brought together national and international experts to discuss best practices in forensic investigations and human rights-based policing.

“CID is now establishing itself as a modern, technology-based and information-based investigative agency,” said the CID chief.

“It is our commitment to ensure transparent and impartial investigations while maintaining international standards,” he added.

The keynote address was delivered by Dr Morris Tidball-Binz, UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, who underscored the global significance of the Minnesota Protocol.

Highlighting cases from Libya and the Falkland Islands, he said the Protocol plays a vital role in building trust in justice systems by guiding credible investigations into unlawful deaths.

The workshop covered a range of topics, including disaster victim identification, scientific and ethical forensic practices, and the role of DNA in ensuring justice.

Presentations were delivered by national forensic and law enforcement experts, including Dr Momtaz Ara of Dhaka Medical College and CID Deputy Chief DNA Analyst Ahmed Ferdous.

The concluding session emphasised the need to strengthen Bangladesh’s investigative capacity through advanced training, international collaboration, and expanded forensic infrastructure.

 Tidball-Binz pledged UN support for initiatives such as mobile DNA labs and on-site body identification systems.

The event marks a step forward in CID’s mission to align national investigative procedures with international human rights standards and scientific integrity.
